    Reform would be better. Banishment would make it difficult to achieve the set result.

    Reform is better than banishment. For a government to address this problem it must go beyond the surface of the matter and looks at it from all faces. You banned almajiri education without providing alternative on ground, you are just adding salt to d injury.
